While you are certainly entitled to your own opinion as to why the Inspector General investigation should be national versus regional, you sidestep commenting on issue of whether a $50,000 fine issued by NERO OLE for having an extra 100 pounds is a case where the punishment fits the "crime" (or infraction). I hope that in a subsequent opinion piece, after you research fines and penalties and NOVA's issued by NERO, you can comment on a world where an extra 5% overage of fish, or an (inadvertently) unreported trip can cost or cripple a fish industry participant his livelihood or render them incapable of sending their children to college due to a draconian punishment.
